[bigint] Big Integer Library version 2008.07.20 released

I have released version 2008.07.20 of the Big Integer Library.  This
version finally fixes the conversion problems reported a while ago and
features several new functions, a thoroughly cleaned-up codebase, and a
test suite to help things stay working; however, it breaks compatibility
with code that used previous versions of the library.  For details on
